Introduction
Considering the profound impact of information and communication technologies on all aspects of human social life, including all scientific, cultural, social, and economic relationships, and recognizing the essential role of universities and higher education and research institutions in leading the development of a framework for scientific advancement to achieve national balanced development, moving towards third-generation universities, and defining aspects of the information and communication society, the "Institute of Information and Communication Technologies," affiliated with "Tarbiat Modares University," is established and managed according to the definitive approval (Type 2) of the resolution dated 23/09/1387 by the Higher Education Development Council of the Ministry of Science, Research and Technology, following the provisions of this Statute, and relevant laws, regulations, and resolutions.
Article 1
Name of the Institute: Institute of Information and Communication Technology (FAVA).
Article 2: Definitions
- Institute: Refers to the Institute of Information and Communication Technology at Tarbiat Modares University.
- University: Refers to Tarbiat Modares University.
- Ministry: Refers to the Ministry of Science, Research, and Technology.
- FAVA: Information and Communication Technology.
Article 3: Objectives
- To organize, deepen, and institutionalize the development of various aspects of FAVA to meet national needs and expand the frontiers of knowledge;
- To create a suitable scientific-cultural environment for leveraging FAVA capabilities in the country;
- To establish a suitable scientific foundation for leveraging the economic benefits of various technological aspects within the framework of benefiting from third-generation universities.
Article 4: Financial Resources of the FAVA Institute
- Income generated from conducting research projects, providing consultancy services, organizing workshops and educational-research courses, and selling scientific products of the FAVA Institute (books, journals, electronic information resources, software, patent registrations, etc.), and collaborating with startup companies under innovative business models in fields related to FAVA;
- Funding received from ministries and related governmental bodies;
- Donations and contributions received from individuals and corporations;
- Allocations from the public budget.
Article 5: Responsibilities
- To carry out basic, applied, and development research projects in different areas of information and communication technologies.
- In the field of information and communication technologies, offer consultancy services on scientific, technological and management issues.
- By carrying out applications research required by relevant institutions, identify and meet the FAVA research needs of different domestic sectors.
- Design and implement institutions for training specialized human resources in FAVA.
- By the regulations and guidelines, promote effective and constructive cooperation between scientists and research institutions at both national and international levels.
- To achieve the FAVA Institutes objectives, ensure optimum and coordinated cooperation with qualified, specialized, or innovative staff from national scientific and research institutions.
- In all phases of the Institutes research activities and responsibilities, take advantage of the most recent findings in science.
- Following national legislation and standards, promote and disseminate research findings through scientific journals, books, electronic media, and similar channels.
- Present research achievements through workshops and short-term educational research courses without issuing formal academic degrees, subject to obtaining necessary approvals and adhering to university regulations.
- Organize short-term educational and research courses and create study opportunities for students and faculty in the FAVA field, with permission from relevant authorities.
- Plan and organize conferences, meetings, or specialized scientific workshops in the area of information and communication technologies at National, Regional, and international levels according to domestic legislation and standards.
- To strengthen and further develop scientific relations in line with domestic legislation, regulations, and university guidelines by recruiting and engaging experts from abroad in FAVA.
- Manage the administrative, financial, and transaction activities related to the FAVA Institutes responsibilities.
- Establish or cooperate with scientific centers in the country which are involved in the institutes mission.
- In line with the mission of the Institute, implement policies communicated to universities and educational and research institutions by the relevant Ministry to update their education and research activities.
Note: All relevant university and national financial, administrative, educational, and research regulations and laws shall be complied with to implement these responsibilities.
Article 6: Location
The headquarters of the FAVA Research Institute is located in Tehran.
Article 7: Structure of the FAVA Research Institute

Article 8: Director
The director of the FAVA Research Institute, who is the legal representative of the institute to legal and natural persons, is appointed from among the expert faculty members in the field of FAVA by the university president for a term of two years.
Article 9: Responsibilities and Authorities of the Director
- Plan, direct, and manage the FAVA Research Institute, overseeing all its activities.
- Monitor the proper execution of research projects and other institute responsibilities.
- Draft and propose annual and detailed budgets to the relevant authorities.
- Recommend the appointment of institute officials based on approved organizational structures to the university president.
- Establish necessary councils in accordance with university regulations.
- Propose the organizational structure and chart of the institute to the university president.
- Facilitate regular and constructive communication between the FAVA Research Institute and other internal and external university departments, following university regulations.
- Sign contracts, and administrative and financial documents within the university?s regulatory framework.
- Issue and communicate necessary directives and guidelines for the institute within legal powers.
- Submit an annual performance report to the university president.
Note: The director of the FAVA Research Institute may delegate some of his/her responsibilities and authorities to one or more deputies, maintaining responsibility and with the approval of the university president.
Article 10: Composition of the Research Council
- The Director of the FAVA Research Institute (Chair of the Council).
- The Deputy Director for Research of the FAVA Research Institute (Vice-Chair and Secretary of the Council).
- The managers of the research groups of the FAVA Research Institute.
- Two experts in the field of the institutes specialized activities.
- The Educational Manager of the FAVA Research Institute.
- The Executive Manager of the FAVA Research Institute.
Note: The members mentioned in item 4 are appointed for a two-year term based on the recommendation of the Director of the FAVA Research Institute and with the approval and decree of the university president.
Article 11: Duties and Powers of the Research Council
- Develop scientific-research policies and programs for the FAVA Research Institute.
- Review and approve the FAVA Research Institutes research projects, ensuring they are properly implemented.
- Plan to establish and deepen scientific links with other national scientific and research institutions, adhering to university regulations.
- Review and approve the conduct of workshops, seminars, short-term educational-research courses, and scientific conferences as part of the institutes duties.
- In the FAVA Research Institute, evaluate the results of development and research projects and assess the performance of workshops and educational research courses.
- Assess and provide feedback to the applicants for faculty positions in FAVA Research Institute on their academic qualifications.
- Determine the FAVA Research Institutes needs for equipment, publications, information and scientific resources.
- Oversee the publication of books, journals, and other scientific information sources of the FAVA Research Institute.
- Review and approve scientific travel, scholarships, and study opportunities for faculty members of the FAVA Research Institute.
Article 12: Specialized Groups of the FAVA Research Institute
A) Group Titles:
A-1) Information Technology Group
A-2) Communications Technology Group
A-3) Innovation and Entrepreneurship Group
A-4) Convergent Technologies Group in FAVA
Note: Any changes in the number and type of groups are possible with proposals from the Research Council and approval by the Board of Trustees.
B) Duties of the Groups:
B-1) Analyzing, defining, and developing priority projects for submission to the FAVA Research Institute’s Research Council.
B-2) Preparing and developing group programs for presentation to the FAVA Research Institute’s Research Council.
B-3) Implementing research projects approved by the FAVA Research Institute’s Research Council.
B-4) Facilitating the establishment of related scientific hubs and collaborating with national scientific hubs.
Article 13
Legally, administratively, and financially, the research institute is dependent on the university.
Note: Administratively, the research institute will be similar to a faculty.
Article 14: Regulations
The FAVA Research Institute is subject to the "Financial and Transactional Regulations of the University."
Article 15: Employment Regulations for Faculty Members
The faculty members of the FAVA Research Institute are subject to the employment regulations and procedures for scientific and general selection as per the current regulations of the "University."
Article 16
The use of space, facilities, and equipment at the FAVA Research Institute must comply with the universitys regulations and policies.
Article 17
The FAVA Research Institute is subject to all relevant laws, regulations, policies, and statutes approved by the Supreme Council of the Cultural Revolution, the ministry, the university, and other current national laws and regulations.
Article 18
The FAVA Research Institute will be dissolved under the following conditions after approval by the Board of Trustees:
Upon the proposal of the University President and the approval of the Universitys Board of Trustees;
In case of violation of the regulations of the Statute, resolutions, policies, and regulations of the Ministry and other current national laws and regulations, as determined by the Ministry;
Upon the completion of the program or if there is no longer a need for the continuation of activities or due to poor performance.
Article 19
In the event of the dissolution of the FAVA Research Institute, according to the regulations of the Ministry, the assets and properties of the Research Institute will belong to the University after the settlement of debts.
Article 20
Matters not foreseen in this Statute shall be subject to the rules and regulations of the Ministry and the University.
Article 21
Any changes to the contents of this Statute are possible with the proposal of the head of the FAVA Research Institute, approval by the University President, and ratification by the Universitys Board of Trustees.
Article 22
This Statute, consisting of 22 articles and 6 notes, was approved by the university’s Board of Trustees on …………………, replacing the Statute dated December 13, 2008, and is effective from the date of approval.
